MLP board rejects outsourcing, approves year-end finances

Chesterfield Broadband _ MLP · Meeting of August 13, 2026

Chesterfield MLP rejects outsourcing, approves year-end finances with strong results. The Municipal Light Plant Board unanimously reappointed Operations Manager Justin West and approved fiscal year 2026 financial reports showing $176,585 in projected retained earnings. The board rejected alternatives to in-house management, including proposals from Whip City Fiber and Gateway Fiber, citing significantly higher costs and uncertain future rate impacts.

The MLP's municipal broadband loan will be paid off entirely in FY27 at no cost to taxpayers, using $157,988 in scheduled payments plus $60,889 in Connect America Funds II. The board discussed lowering subscriber rates or distributing dividends to subscribers to avoid perceptions of excessive retained earnings.
